Strategic Business Services emerged when 4 liked-minded employee benefit organizations joined forces in order to provide a wider range of services and assistance to better serve our clients. This merger has allowed us to create economies of scale and provide many more services than simply Employee Benefit Programs.

Strategic Business Services and its affiliate companies are comprised of specialists that offer over 150 years of combined experience in group employee benefits, individual benefits, life insurance, retirement programs, property and casualty insurance, Human Resources Consulting and Payroll Services.

Our partner company, Strategic Administrative and Payroll Services, has been offering Human Resource Consultation, COBRA Administration and Payroll Administration since 2002. The staff of Strategic Administrative and Payroll Services has over 50 years of combined experience in Human Resources ranging from small to large organizations. Their extensive experience provides innovative solutions to fulfill your specific needs.

Employee Biographies

James "Marty" Vaughan, Principal

Marty Vaughan is President of Shawan-Marquis Agency Inc. in Dublin Ohio and has worked at the agency for 26 years. His specialty has been small group health insurance sales. In 1991 Marty established the Central Ohio Chamber of Commerce (COCC) Insurance program with an original group of eight chambers in the Columbus Area. Now Shawan-Marquis is endorsed by 52 chambers and has over 1400 small businesses covered.

Thomas J. Paplaczyk, Principal

Tom has been in the insurance industry for over 25 years. He has an extensive industry background including property and casualty, retirement plans, administrative services and employee benefits. Tom was a founder of Putnam Benefit Consultants in 1992. In addition, he founded Strategic Payroll Services in 2005. His practice today focuses on the 2-50 employee size market. Tom is a member of Columbus Association of Health Underwriter's(CAHU),Ohio Association of Health Underwriters (OAHU) National Association of Health Underwriters (NAHU)and Society of Human Resource Management (SHRM).

T. Cary Jennings, Principal, Managing Partner

With 16 years of experience both on the consulting and carrier sides of the employee benefits business, Cary is able to view your group from a consultative perspective as well as the carrier's perspective. This affords your organization a strategic edge in negotiations. Cary's professional background has focused on brokerage/consulting services for medium and large sized companies assisting them in managing their fully insured and self insured employee benefits programs.

Cary is responsible for all the financial and budgetary requirements of an employee benefits program. This includes evaluation of current market trends and development of future strategies for controlling costs while maintaining quality benefits packages that attract and retain quality employees.

Cary is a member of the National Association of Health Underwriters, National Association of Insurance and Financial Advisors, and a member of the Columbus Association of Group Executives.

Cary graduated from the Fisher College of Business at The Ohio State University and is the husband to Suzanne, a father to Kiersten, Sophie, and Travis. He is active in his daughter's school and PTA.

Adam W. Minton, CLU, Principal

With almost 20 years of insurance experience, a Bachelor of Science degree in business from Cornell University and the designation of Chartered Life Underwriter (CLU) Adam has the experience and knowledge to look outside the standard options for your employee benefits package and tailor a plan to meet your needs.  Adam has a securities license, giving him the capability to also manage your retirement and mutual fund assets.

Brad Harshaw, Principal

With 16 years of Human Resource and Payroll experience as a HR Director, HR Manager, Payroll Administrator, and Business Consultant, Brad brings a host of talent and understanding of the Human Resources and Payroll process.  In addition, he has been an Adjunct Faculty member at Columbus State Community College in the Human Resource Technology Program along with active roles in the Human Resources community.

Alan Hoffman, Principal, Strategic Payroll Services

Frank DeMatteis, Vice President of Accounting

Frank has been the owner of DeMatteis Business Solutions for the last 5 years providing CFO and accounting services for over 80 small and midsized Central Ohio clients. He maintains an extensive knowledge and experience in accounting and payroll practices keeping his clients protected. Frank has been instrumental in maintaining the payroll program and the development of Strategic Payroll Services processes. Frank is a 1993 graduate of Franklin University.

John Paplaczyk, Senior Account Executive

John has served our country in the US Army and Ohio National Guard directly out of high school and retired in 1997 with 17 years of service in the Active Army and Reserve combined. He entered the insurance industry in 1993 and possesses a diverse knowledge of employee benefits as well as compliance issues at the Federal and State levels. John has a focus on the individual and Medicare markets and has a tremendous passion for helping seniors through the Medicare maze. He has his Series 6 license and provides retirement plans for individuals and group small and large. His primary focus in retirement is working with organizations 401(k) and 403(b) plans. John is an active member of the American Legion and has been married to Cathy for 25 years. His sons, Ryan and Aaron are US Army Rangers, and his daughter will be attending the University of South Carolina this fall.

Martha Kinnaman, Senior Account Executive

Martha started in the insurance industry in 1985. She has gained experience in all aspects of insurance. Martha has an account management background working with employee benefits on both the carrier and consulting sides of the industry. Her experience and knowledge allows her to work closely with employers to establish education and communication plans to ensure complete employee understanding of PPO, HRA, and HSA benefits, options and requirements. She communicates with our clients in order to resolve claims, billing, and service issues. She assists with onsite enrollment and education with employers and employees.

Valerie Lacey, Account Executive

Valerie has been with the agency since she graduated high school. She has gained experience in all aspects of insurance. Valerie has an account management background working with employee benefits. With a wide insurance and customer service background, Valerie is adept at helping both employers and employees with claim or billing issues. She is also responsible for implementation and ongoing administration of existing plans, communicating and resolving issues with current clients.

Erin Gatto, Suburban Chamber Liaison/Account Executive

Erin has been with the agency for the last 10 years and has been a asset to building a strong relationship /partnership with the 52 suburban chambers, and the Central Ohio Chamber of Commerce Director's. She is active in the chamber community, expos, outside the office as well as assisting the various chamber staff coordinate special events (i.e. Women in Business, Health Fairs). Our office has an exclusive endorsement from the suburban chambers across Ohio.

Brittany Thornton, Account Administrator

After graduating from The Ohio State University with degrees in both Marketing and Transportation & Logistics, Brittany began work with a TPA provider for medical insurance. With the experience and knowledge gained working in customer service and FSA administration, Brittany joined Strategic Business Services in 2008 as Account Administrator. Her responsibilities include marketing group benefit renewals and new business prospects with all major carriers for Medical, Dental, Vision and Life. Brittany also provides support for all sales staff and groups by implementing and managing FormFire enrollments, spreadsheets for proposals, COBRA administration, claims issues and all enrollments and terminations.

Ruth Johnson, Account Administrator

Ruth has been with the agency for the last ten years. Her responsibilities include marketing group benefit renewals and new business prospects with all major carriers for Medical, Dental, Vision and Life. Ruth also serves as support for our sales staff by producing online quotes, provides support for all sales staff and groups by implementing and managing FormFire enrollments, and terminations.

Barb Vaughn, Direct Mail Specialist

Barb has been with the agency for the last 10 years. She is responsible for Telemarketing for the Chamber Business in our office, she sends the mailing to all chamber Directors, works with Chamber Liaison to ensure all proper mailings, communication to new chamber members as well as existing members.

Michelle Howell, Senior Payroll Specialist

Michelle has been with agency for 11 years. She brings a host of talent and understanding of the Payroll process and needs of an organization. She has extensive knowledge and experience in accounting and payroll practices.

We keep track of this activity in a client management system that is networked to all the employees of Strategic Business Services. It is a secure password protected system, compliant with HIPAA regulations and each client listed on the system can be set up with specified user access which limits access to private information. This system helps us to track when a follow-up call needs to be made. It is also programmed with the steps of our processes to remind us when we need to prepare for upcoming events, gather the data necessary to shop renewals or check with a carrier on a claims issue. This system allows us to see what activities are outstanding and what needs to addressed by your assigned team. We use this system to be as proactive as possible to make sure nothing falls through the cracks. We, as teams, meet regularly to discuss open issues and create plans on how to resolve them effectively and efficiently. We also use this time to create plans to proactively make sure we do not have the same concern twice.
